Paul Herrera, Business Development Specialist

Paul is a first generation college graduate and has dedicated his professional career to serving the community.  After completing his Master’s Degree in Public Administration from St. Mary’s University, Paul worked with a State Lobbying firm before accepting a staff position with the Texas House of Representatives.   Shortly thereafter, he returned to San Antonio as Director of the Literacy Program with the City of San Antonio for almost a decade.  While at the City of San Antonio, he also served as the Executive Director of Keep San Antonio Beautiful, while also serving as a Community Services Supervisor.  After leaving the City of San Antonio, he was the Assistant Director for Service Learning at St. Mary’s University and also served as adjunct professor in Political Science.  Over the years, Paul has worked closely with key legislators and industry leaders from across the country and has great experience building relationships with local municipalities in areas of Field, Policy and Zoning as an Administrator for the City of San Antonio and with the State Capital.    

In February 2011, Paul joined the UTSA IED and has supported several grants including SWTAAC, Rural Business Program and most recently the SBDC Center for Government Contracting, Alliance Program.

In December 2019, Paul transitioned to the UTSA Procurement Technical Assistance Center (PTAC), funded by the Defense Logistics Agency (DLA), providing technical assistance to business owners to expand their business into federal, state, regional, county, and local markets with government and prime contractors, and military installations.
