UTSA Apex Accelerator Contracting Services

The UTSA Apex Accelerator provides advanced government contracting services to small and large business owners seeking to expand their business into the Government Industrial Base (GIB), and Defense Industrial Base (DIB) markets.  Specifically, the APEX Accelerators program, under the management of the Department of Defense (DOD) Office of Small Business Programs (OSBP), plays a critical role in the Department’s efforts to identify and engage with a wide range of businesses entering and participating in the defense supply-chain.

The UTSA Apex Accelerator program provides the education and training that all businesses need to participate to become capable of participating in DOD and other government contracts.

Determining Suitability for Contracting:

The UTSA Apex Accelerator staff provide initial advising and contracting to new Apex Accelerator clients, providing an individual assessment then building a customized solution and approach for each business in support of growth and expansion. 

Identifying Codes and Capabilities:

The UTSA Apex Accelerator staff provides training on systems and website assisting to identify important North American Industry Classification Codes (NAICS), Product Service Codes (PSC), and Federal Supply Codes (FSC), to better “sell” to the government. 

Business Certifications:

The UTSA Apex Accelerator staff will review your eligibility for all small business certifications in your local area under the Texas Unified Certification Program (TUCP), including local, city, county, state, and federal certifications, while reviewing your paperwork prior to submission to the certification agency.  Some of the certifications include, Small Business Enterprise (SBE), Emerging Small Business Enterprise (ESBE), Veteran Business Enterprise (VBE), Disabled Individual Business Enterprise (DIBE), Woman Owned Small Business Enterprise (WBE), Minority Business Enterprise (MBE), Historic Underutilized Business (HUB), Small Disadvantaged Business (SDB) Certification, SBA 8(a) Business Development Certification, SBA HUBZone Certification, SBA Economic Woman Owned Business Certification (EDWOSB), SBA Woman Owned Small Business Certification (WOSB). 

Capabilities Statements:

The UTSA Apex Accelerator staff will train clients on how to develop a marketing capability briefing (MCB) for their business to support company presentations on their products and services, while supporting them promulgating their services to local, state, city, county, federal and DOD Agencies. 

Integrated Awards Environment (IAE) & sam.gov registration:

The UTSA Apex Accelerator staff will train clients on how to use the Integrated Awards Environment (IAE) system, including supporting them through the sam.gov registration processes, while training them on several other systems and features within the Integrated Awards Environment (IAE).

Searching Federal and DOD Procurements—sam.gov

UTSA Apex Accelerator staff will also assist in training clients on how to search federal procurements through the various stages of the solicitation processes, including post awards to support capturing Prime and Sub-contracting opportunities. 

Small Business Profile—SBA Supplemental Pages:

The UTSA Apex Accelerator staff will train clients on completion of their SBA Profile through the SBA Connect platform.  The SBA profile contains important supplemental business sections pertaining to the company, which contacting customers and procurement agencies utilize to assess a business’ ability to perform on potential contracting opportunities. 

General Service Administration (GSA) Federal Supply Schedules (FSS):

The UTSA Apex Accelerator staff with train clients through the advanced levels of the Federal Supply Schedules (FSS), also known as GSA Schedule Solicitations.  Our staff will assist clients in researching through the Multiple Award Schedules (MAS) matching their business to a solicitation offer through the gsa.gov platform.  Then, assist clients through the solicitation and offer processes using the UTSA Apex Accelerator, seven phase system providing support through the research, assembly, pricing, offer and post award stages. 

Proposal Preparation and Development:

The UTSA Apex Accelerator staff will train clients on several vital stages of the solicitation and procurement processes.  This includes supporting clients by assisting them with the development of their offers to local, city, county, state, federal and DOD opportunities.  This includes federal opportunities, such as Sources Sought, Request for Information (RFI), Request for Quote (RFQ), Request for Proposal (RFP). 

Federal Systems Training:

The UTSA Apex Accelerator staff will train clients on how to navigate several advanced level contracting systems including SBA’s Dynamic Small Business Dynamic Search (DSBS), USASpending.gov, and the Federal Procurement Data System (FPDS). 

CMMC Compliance and Support:

The UTSA Apex Accelerator staff will train clients supporting them through the Interim Rule Compliance requirements of the DFARS 252.204-7012 at no cost.  The UTSA Apex Accelerator will also provide clients training and working templates to include the self-assessment, scoring evaluation and interpretation, plan of action and milestones (POAM), systems security plan (SSP), as well as step by step procedures on uploading required scores into the Supplier Performance Risk System (SPRS).
